Dispute Resolution and Mediation Services
The Department of Human Resources offers dispute resolution services to address workplace conflict in a structured, neutral, and timely manner. These services support departments in maintaining effective operations while reinforcing County standards of professionalism and accountability.
We assess each matter at intake to determine the most appropriate resolution pathway. Early evaluation allows for targeted intervention, clear expectations, and efficient case management. Our approach emphasizes consistency, neutrality, and adherence to County policies.
Conflict Resolution Services (CORE Pilot)
Through the Conflict Resolution Services Program pilot (CORE), DHR offers early conflict resolution services designed to assist employees and departments in addressing workplace concerns before issues escalate. CORE focuses on resolving interpersonal workplace conflicts through facilitated dialogue and structured engagement with a neutral professional.
Early conflict resolution strengthens workplace relationships and supports a culture of respect and professionalism. Addressing concerns at an early stage fosters a sense of belonging and inclusion among employees, strengthens trust within teams, and promotes a more collaborative work environment. Departments that address workplace concerns promptly often experience improved morale, stronger communication, and more productive working relationships.
CORE services are designed to support workplace conflict resolution. CORE does not conduct investigations and is not intended for complaints involving the County’s Equity Investigation process.
Mediation provides a confidential forum where parties work with a trained neutral to identify issues, clarify concerns, and develop mutually acceptable solutions. This process supports direct communication and sustainable agreements.
Facilitated discussions assist teams or individuals experiencing workplace tension or communication breakdowns. A neutral facilitator guides structured dialogue to restore working relationships and clarify expectations.
Structured dialogue and conciliation provide a more structured framework for resolution when informal communication has stalled. These processes help identify points of agreement, address misunderstandings, and promote practical next steps.
Prompt engagement reduces the likelihood of escalating formal complaints, grievances, or litigation. Early resolution strengthens workplace morale, supports management effectiveness, and protects departmental resources.
CORE services focus on resolving workplace conflicts through facilitated engagement and neutral conflict resolution processes.
CORE is not a venue for filing complaints related to the County Equity Oversight Panel (CEOP) investigation process. Employees seeking to file or inquire about CEOP complaints should contact the appropriate Equity Investigations office within the County.
CORE services are also distinct from the Employee Assistance Program (EAP). EAP provides confidential counseling and personal support services for employees and their families.
