Fair Chance Policy

Beginning in September 2024, “Persons with Criminal History” has been included as a protected basis in the County Policy of Equity (CPOE). As the largest employer in the region, the County of Los Angeles is recognizing the priority of overcoming the stigma and biases associated with system impacted individuals and persons with criminal history relating to hiring and employment decisions.

On February 28, 2023, the County Board of Supervisors voted unanimously to pass a motion, “Establishing a Fair Chance Ordinance (Ordinance) in the County” to begin the process of drafting a Fair Chance Ordinance and an accompanying proposal for covering County entities. On February 6, 2024, the County Board of Supervisors voted unanimously to pass a motion approving the Fair Chance Ordinance for Employers, effective September 3, 2024, and directing the relevant entities to submit a Board Policy covering County employees and applicants. On September 24, 2024, the Policy covering County employees and applicants was approved unanimously by the Board. In taking these actions, the County reinforces its commitment to not only protect the rights of persons with criminal history in the private sector, but to affirmatively lead by example, adding these key protections and rights to applicants and employees of the County of Los Angeles workforce.

The CEOP will investigate all Fair Chance complaints consistent with the procedures set forth under the County Policy of Equity, the Fair Chance Board Policy, and any relevant Policies Procedures and Guidelines.
